  1                      A bill to be entitled

  2         An act relating to state employees; providing

  3         for a procedure for minimum annual state

  4         employee pay raises commencing with the

  5         1998-1999 fiscal year; providing an effective

  6         date.

  8  Be It Enacted by the Legislature of the State of Florida:

10         Section 1.  State employee pay raises.--Any other

11  provision of law to the contrary notwithstanding, commencing

12  with the 1998-1999 fiscal year and for each fiscal year

13  thereafter, the Governor shall recommend in the General

14  Appropriations Act and the Legislature shall appropriate an

15  annual state employee pay raise in such an amount as to

16  provide a minimum annual pay raise of 5 percent for state

17  employees who earn less than $40,000 per year and a minimum

18  annual pay raise of 3 percent for state employees who earn

19  $40,000 or more per year.

20         Section 2.  This act shall take effect upon becoming a

21  law.
