18 Section 1. The amount of $500,000 plus attorney's fees
19 in the amount of $125,000 is appropriated from the General
20 Revenue Fund in the State Treasury payable to Freddie Lee
21 Pitts. The amount of $500,000 plus attorney's fees in the
22 amount of $125,000 is appropriated from the General Revenue
23 Fund in the State Treasury payable to Wilbert Lee. The
24 comptroller shall provide payment within 30 days of the
25 effective date of this act.
26 Section 2. This act shall take effect upon becoming a
27 law.

5 An act for the relief of Freddie Lee Pitts and
6 Wilbert Lee; providing an appropriation to
7 compensate Freddie Lee Pitts and Wilbert Lee;
8 providing an appropriation for the payment of
9 attorneys' fees; providing an effective date.

11 WHEREAS, in 1972 Freddie Lee Pitts and Wilbert Lee were
12 convicted of first degree murder in the deaths of Grover Floyd
13 and Jesse Burkett, and
14 WHEREAS, in 1975 Freddie Lee Pitts and Wilbert Lee were
15 granted a full pardon for their convictions, and
16 WHEREAS, beginning in 1977 numerous relief bills have
17 been filed on behalf of Freddie Lee Pitts and Wilbert Lee, and
18 WHEREAS, in 1979, 1989, and 1990 the Florida House of
19 Representatives conducted hearings on relief bills for Freddie
20 Lee Pitts and Wilbert Lee, but resolution of the issues
21 relating to the fundamental fairness of the criminal
22 proceedings which resulted in the claimant's convictions, and
23 their entitlement to equitable relief, was not concluded, and
24 WHEREAS, the Florida Legislature seeks to provide an
25 impartial forum for the resolution of these issues, NOW,
26 THEREFORE,
