1 A bill to be entitled
2 An act relating to building designations;
3 designating the Florida Department of
4 Transportation District Five headquarters
5 building located in Volusia County as the "Ben
6 G. Watts Building"; directing the Department of
7 Transportation to erect suitable markers;
8 providing an effective date.

10 WHEREAS, Ben G. Watts dedicated 23 years of his life to
11 public service with the Florida Department of Transportation,
12 and
13 WHEREAS, Ben G. Watts served a vital role in
14 development of Central Florida's transportation planning and
15 funding from 1984 to 1989, first as Director of Production and
16 then as District Secretary of the Florida Department of
17 Transportation's District Five, and
18 WHEREAS, Ben G. Watts served from 1989 to 1997 as
19 Secretary of Transportation for the State of Florida, and
20 WHEREAS, Ben G. Watts has been a leader in efforts to
21 address the transportation needs of the State of Florida, and
22 WHEREAS, under the leadership of Ben G. Watts, the
23 State of Florida doubled the annual expenditures on road and
24 bridge improvements while maintaining low administrative costs
25 and high efficiency in Department of Transportation
26 operations, and
27 WHEREAS, Ben G. Watts has advocated and cultivated an
28 atmosphere of cooperation between municipal, county, and state
29 governments as they address transportation needs and issues,
30 and

1 WHEREAS, Ben G. Watts has been a visionary in
2 supporting alternative forms of transportation while
3 preserving and expanding Florida's vital road and bridge
4 infrastructure, and
5 WHEREAS, Ben G. Watts has demonstrated a standard of
6 integrity toward which all public servants should strive, and
7 WHEREAS, Ben G. Watts is among the State of Florida's
8 most respected leaders in the transportation field, NOW,
9 THEREFORE,

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Designation of "Ben G. Watts Building";
14 Department of Transportation to erect suitable markers.--
15 (1) The Florida Department of Transportation District
16 Five headquarters building, which is located at 719 South
17 Woodland Boulevard in DeLand, Florida, in Volusia County, is
18 designated as the "Ben G. Watts Building."
19 (2) The Department of Transportation is directed to
20 erect suitable markers designating the "Ben G. Watts Building"
21 as described in subsection (1).
22 Section 2. This act shall take effect upon becoming a
23 law.
