16 WHEREAS, Ben G. Watts dedicated 23 years of his life to
17 public service with the Florida Department of Transportation,
18 and
19 WHEREAS, Ben G. Watts served a vital role in
20 development of Central Florida's transportation planning and
21 funding from 1984 to 1989, first as Director of Production and
22 then as District Secretary of the Florida Department of
23 Transportation's District Five, and
24 WHEREAS, Ben G. Watts served from 1989 to 1997 as
25 Secretary of Transportation for the State of Florida, and
26 WHEREAS, Ben G. Watts has been a leader in efforts to
27 address the transportation needs of the State of Florida, and
28 WHEREAS, under the leadership of Ben G. Watts, the
29 State of Florida doubled the annual expenditures on road and
30 bridge improvements while maintaining low administrative costs

1 and high efficiency in Department of Transportation
2 operations, and
3 WHEREAS, Ben G. Watts has advocated and cultivated an
4 atmosphere of cooperation between municipal, county, and state
5 governments as they address transportation needs and issues,
6 and
7 WHEREAS, Ben G. Watts has been a visionary in
8 supporting alternative forms of transportation while
9 preserving and expanding Florida's vital road and bridge
10 infrastructure, and
11 WHEREAS, Ben G. Watts has demonstrated a standard of
12 integrity toward which all public servants should strive, and
13 WHEREAS, Ben G. Watts is among the State of Florida's
14 most respected leaders in the transportation field, and
15 WHEREAS, Father Felix Ullrich was an early pioneer of
16 Christian activity in Pasco County, and
17 WHEREAS, Father Felix Ullrich said his first Mass in
18 Pasco County in 1913, and
19 WHEREAS, Father Felix Ullrich founded Queen of Peace
20 Catholic Church of Pasco County in 1919 and became its first
21 resident priest in 1922, and
22 WHEREAS, Father Felix Ullrich has had a positive
23 influence on Pasco County through his economic and social
24 activities, and
25 WHEREAS, honoring Father Felix Ullrich would be a means
26 of recognizing the pioneering spirit of all who came before
27 us, while recognizing the contributions made by this humble
28 man for his tireless labor for the community, and
29 WHEREAS, Jack I. Korenblit came to Florida as a
30 persecuted Jewish immigrant in search of freedom, and

1 WHEREAS, Jack I. Korenblit, through hard work and
2 dedication, became a community leader as president of the
3 Brevard County Chamber of Commerce and as president of the
4 Florida Association of Realtors, and
5 WHEREAS, Jack I. Korenblit served his community in
6 leadership positions with the Cancer Society and United Way,
7 and
8 WHEREAS, Jack I. Korenblit improved his community by
9 donating properties used for area parks, and
10 WHEREAS, Jack I. Korenblit donated the property used
11 for the Fiske Boulevard overpass at Interstate Highway 95,
12 and,
13 WHEREAS, Richard G. Skinner, Jr., M.D., dedicated 48
14 years of his life to serving children who have chronic
15 diseases and multihandicapping conditions, and
16 WHEREAS, Richard G. Skinner, Jr., M.D., served a vital
17 role in developing Florida's Children's Medical Services
18 programs as Medical Director of Children's Medical Services,
19 District IV, from 1965 until 1990, and
20 WHEREAS, Richard G. Skinner, Jr., M.D., served children
21 with special needs through his life of work in medicine and in
22 the community, and
23 WHEREAS, the Rodman Dam has been in existence since
24 1968, constructed as part of the former Cross Florida Barge
25 Canal, and
26 WHEREAS, Senator George Kirkpatrick seems to have a
27 keen interest in the final disposition of Rodman Dam, and
28 WHEREAS, Senator George Kirkpatrick is an avid bass
29 fisherman, naturalist, and outdoorsman, and

1 WHEREAS, Senator George Kirkpatrick has led the
2 opposition to the removal of the dam throughout his Senate
3 career, NOW, THEREFORE,

5 Be It Enacted by the Legislature of the State of Florida:
6
7 Section 1. Designation of "Ben G. Watts Building";
8 Department of Transportation to erect suitable markers.--
9 (1) The Florida Department of Transportation District
10 Five headquarters building, which is located at 719 South
11 Woodland Boulevard in DeLand, Florida, in Volusia County, is
12 designated as the "Ben G. Watts Building."
13 (2) The Department of Transportation is directed to
14 erect suitable markers designating the "Ben G. Watts Building"
15 as described in subsection (1).
16 Section 2. State bridge 140067 designated "Father
17 Felix Ullrich Bridge"; Department of Transportation to erect
18 suitable markers.--
19 (1) State bridge 140067 located on State Road 54 in
20 Pasco County is hereby designated the "Father Felix Ullrich
21 Bridge."
22 (2) The Department of Transportation is directed to
23 erect suitable markers designating the "Father Felix Ullrich
24 Bridge" as described in subsection (1).
25 Section 3. Fiske Boulevard overpass at Interstate
26 Highway 95 designated "Jack I. Korenblit Overpass"; Department
27 of Transportation to erect suitable markers.--
28 (1) Fiske Boulevard overpass located at Interstate
29 Highway 95 in Rockledge is hereby designated the "Jack I.
30 Korenblit Overpass."

1 (2) The Department of Transportation is directed to
2 erect suitable markers designating the "Jack I. Korenblit
3 Overpass" as described in subsection (1).
4 Section 4. In recognition of the circumstances that
5 the Game and Fresh Water Fish Commission can no longer utilize
6 its property at 551 N. Military Trail in West Palm Beach, the
7 commission is directed to transfer its ownership interest in
8 the land and facilities at this site to the County of Palm
9 Beach. Transfer of ownership is contingent upon the commission
10 making a determination that the transfer will not result in an
11 ineligibility for future federal funds from the U.S.
12 Department of Interior since federal funds have been used to
13 construct facilities at this location.
14 Section 5. The Jacksonville Children's Medical
15 Services Building is designated as the "Richard G. Skinner,
16 Jr., M.D., Children's Medical Services Building."
17 Section 6. The tennis court complex at the University
18 of West Florida is hereby designated the "Harold 'Skeeter'
19 Carson Tennis Complex" in honor of the university's first
20 tennis coach and his untiring and extraordinary contribution
21 to the community and to his profession.
22 Section 7. The Lifelong Learning Center on the Boca
23 Raton Campus of Florida Atlantic University, the first
24 lifelong learning center to be constructed on any of the
25 university's seven campuses for use by the Lifelong Learning
26 Society, is hereby designated the "Barry and Florence
27 Friedberg Lifelong Learning Center" in recognition of the
28 generosity, dedication, and active support of Barry and
29 Florence Friedberg.
30 Section 8. The swim/dive office and training facility
31 at the University of Florida is hereby designated the "Wayne

1 and Jimmie Carse Swimming and Diving Complex" in recognition
2 of the generosity of Wayne and Jimmie Carse to the university
3 and its students.
4 Section 9. Flint Hall at the University of Florida is
5 hereby renamed "Keene-Flint Hall" in recognition of Kenneth K.
6 Keene's generosity to the university and its students.
7 Section 10. The residence currently known as 2nd
8 Court, Pei Residence Halls, located on the Sarasota/Manatee
9 Campus of New College of the University of South Florida, is
10 hereby designated the "Peggy Bates Residence Hall" in
11 recognition of the tireless and dedicated services of Dr.
12 Margaret L. Bates to New College and the Sarasota/Manatee
13 community.
14 Section 11. The library tower located on the campus of
15 Florida International University is hereby designated the
16 "Steven and Dorothea Green Library" in recognition of the
17 generosity of Steven and Dorothea Green to the university
18 libraries and to the Art Museum.
19 Section 12. The recording facility donated to Florida
20 State University by Echelon International Development
21 Corporation is hereby designated "Critchfield Hall" in
22 recognition of Dr. Jack Critchfield's generosity to Florida
23 State University and his philanthropic contributions to the
24 State of Florida.
25 Section 13. The respective universities are authorized
26 to erect suitable markers for the designations made by this
27 act.
28 Section 14. Section 240.605, Florida Statutes, is
29 amended to read:
30 240.605 The William L. Boyd, IV Florida resident
31 access grants.--

1 (1) The Legislature finds and declares that
2 independent nonprofit colleges and universities eligible to
3 participate in the William L. Boyd, IV Florida Resident Access
4 Grant Program are an integral part of the higher education
5 system in this state and that a significant number of state
6 residents choose this form of higher education. The
7 Legislature further finds that a strong and viable system of
8 independent nonprofit colleges and universities reduces the
9 tax burden on the citizens of the state. Because the William
10 L. Boyd, IV Florida Resident Access Grant Program is not
11 related to a student's financial need or other criteria upon
12 which financial aid programs are based, it is the intent of
13 the Legislature that the William L. Boyd, IV Florida Resident
14 Access Grant Program not be considered a financial aid program
15 but rather a tuition assistance program for its citizens.
16 (2) The William L. Boyd, IV Florida Resident Access
17 Grant Program shall be administered by the Department of
18 Education. The State Board of Education shall adopt rules for
19 the administration of the program.
20 (3) The department shall issue through the program a
21 William L. Boyd, IV Florida resident access grant to any
22 full-time degree-seeking undergraduate student registered at
23 an independent nonprofit college or university which is
24 located in and chartered by the state; which is accredited by
25 the Commission on Colleges of the Southern Association of
26 Colleges and Schools; which grants baccalaureate degrees;
27 which is not a state university or state community college;
28 and which has a secular purpose, so long as the receipt of
29 state aid by students at the institution would not have the
30 primary effect of advancing or impeding religion or result in
31 an excessive entanglement between the state and any religious

1 sect. Any independent college or university that was eligible
2 to receive tuition vouchers on January 1, 1989, and which
3 continues to meet the criteria under which its eligibility was
4 established, shall remain eligible to receive William L. Boyd,
5 IV Florida resident access grant payments.
6 (4) A person is eligible to receive such William L.
7 Boyd, IV Florida resident access grant if:
8 (a) He or she meets the general requirements,
9 including residency, for student eligibility as provided in s.
10 240.404, except as otherwise provided in this section; and
11 (b)1. He or she is enrolled as a full-time
12 undergraduate student at an eligible college or university;
13 2. He or she is not enrolled in a program of study
14 leading to a degree in theology or divinity; and
15 3. He or she is making satisfactory academic progress
16 as defined by the college or university in which he or she is
17 enrolled.
18 (5)(a) Funding for the William L. Boyd, IV Florida
19 resident access grant shall be based on a formula composed of
20 planned enrollment and the state cost of funding undergraduate
21 enrollment at public institutions pursuant to s. 240.271.
22 However, the amount of the William L. Boyd, IV Florida
23 resident access grant issued to a full-time student shall be
24 30 percent in 1996-1997, 35 percent in 1997-1998, and 40
25 percent in 1998-1999 and thereafter of the full cost to the
26 state per academic year of an undergraduate student in public
27 postsecondary education established pursuant to s. 240.209 or
28 an amount as specified in the General Appropriations Act. The
29 Florida William L. Boyd, IV resident access grant may be paid
30 on a prorated basis in advance of the registration period. The
31 department shall make such payments to the college or

1 university in which the student is enrolled for credit to the
2 student's account for payment of tuition and fees.
3 Institutions shall certify to the department the amount of
4 funds disbursed to each student and shall remit to the
5 department any undisbursed advances or refunds within 60 days
6 of the end of regular registration. Students shall not be
7 eligible to receive the award for more than 9 semesters or 14
8 quarters, except as otherwise provided in s. 240.404(3).
9 (b) If the combined amount of the William L. Boyd, IV
10 Florida resident access grant issued pursuant to this act and
11 all other scholarships and grants for tuition or fees exceeds
12 the amount charged to the student for tuition and fees, the
13 department shall reduce the William L. Boyd, IV Florida
14 resident access grant issued pursuant to this act by an amount
15 equal to such excess.
16 (c) For the 1997-1998 fiscal year only, funding for
17 the William L. Boyd, IV Florida resident access grant shall be
18 the amount set forth in the General Appropriations Act. This
19 paragraph is repealed on July 1, 1998.
20 Section 15. (1) The Rodman Dam, in Putnam County,
21 Florida, is renamed the "Senator George Kirkpatrick Dam."
22 (2) The Department of Environmental Protection is
23 directed to erect suitable markers bearing the new designation
24 made by this section.
25 Section 16. This act shall take effect upon becoming a
26 law.
