  1                      A bill to be entitled

  2         An act relating to telecommunications;

  3         providing legislative intent relating to

  4         network access services and universal services;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  It is the intent of the Legislature that

10  intrastate switched access rates should be equitably and

11  fairly applied in a manner that does not disrupt the ability

12  of the customer to have access to telecommunications services

13  that are provided at reasonable and affordable rates. It is

14  further the intent of the Legislature that intrastate access

15  charges should be reduced but the reduction should not impair

16  the financial viability of telecommunications companies

17  receiving such charges. It is further the intent of the

18  Legislature that universal service be maintained after the

19  local exchange market is opened to competitively provided

20  services.

21         Section 2.  This act shall take effect upon becoming a

22  law.
