14         On page 2, between lines 23 and 24

16  insert:

17         Section 3.  Any person who holds a Master's degree in a

18  social or behavioral science in a human services discipline

19  with a minimum of 2 years of experience in the assessment or

20  treatment of substance abuse functioning as a qualified

21  professional on December 31, 1998, shall be exempt from

22  section 397.311(25), Florida Statutes, beginning January 1,

23  1999.
