14         On page 3, line 4, of the bill

16  after "act." insert:  Any impact or hookup fees required by a

17  local government or utility company shall not be assessed

18  against undeveloped phases or vacant lots until such

19  undeveloped phase or vacant lot is actually served by the

20  mandated capital improvement.
