13         Amendment (with title amendment) 

14         On page 3, line 4, of the bill

16  after "act." insert:  The homeowners shall have no authority

17  to challenge, in either civil or administrative action, the

18  design or construction of any mandated capital improvements

19  serving the community, because those facilities include design

20  or construction sizing to accommodate a larger population to

21  be served by those facilities, so long as the facilities are

22  to be used to serve the homeowners currently residing in the

23  park.
