1 A bill to be entitled
2 An act relating to the Revenue Estimating
3 Conference; amending s. 216.136, F.S.;
4 prescribing duties of the conference with
5 respect to notice, recording meetings and
6 sessions, and receiving public comment;
7 requiring certain documentation relating to the
8 performance of the conference's duties;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. Subsection (3) of section 216.136, Florida
14 Statutes is amended to read:
15 216.136 Consensus estimating conferences; duties and
16 principals.--
17 (3) REVENUE ESTIMATING CONFERENCE.--
18 (a) Duties.--The Revenue Estimating Conference shall
19 develop such official information with respect to anticipated
20 state and local government revenues as the conference
21 determines is needed for the state planning and budgeting
22 system. Any principal may request the conference to review
23 and estimate revenues for any trust fund.
24 (b) Principals.--The Executive Office of the Governor,
25 the director of the Division of Economic and Demographic
26 Research of the Joint Legislative Management Committee, and
27 professional staff of the Senate and House of Representatives
28 who have forecasting expertise, or their designees, are the
29 principals of the Revenue Estimating Conference. The
30 responsibility of presiding over sessions of the conference
31 shall be rotated among the principals.

1 (c) Sessions and meetings; records; reports.--All
2 sessions and meetings of the Revenue Estimating Conference
3 shall be properly noticed, open to the public, and promptly
4 recorded as provided in chapter 286. The Revenue Estimating
5 Conference shall prepare an agenda in the time and manner
6 prescribed for notice of legislative committee meetings and
7 shall provide for public comment as to the issues set forth in
8 that agenda. When the Revenue Estimating Conference attributes
9 a fiscal impact to proposed legislation or amendments thereto,
10 the conference shall prepare a written explanation that
11 describes the methodology used and all assumptions upon which
12 the attribution was based, including the conference's
13 assumptions with respect to the state of the existing law and
14 the effect of the proposed changes to it.
15 Section 2. This act shall take effect July 1, 1998.

18 SENATE SUMMARY
19 Requires the Revenue Estimating Conference to give notice
of its meetings and sessions, to record its meetings and
20 sessions, to prepare an agenda, and to provide for public
comment as to issues included on the agenda. Requires
21 the conference to prepare a written explanation,
describing methodology and assumptions used, when it
22 attributes a fiscal impact to proposed legislation or
amendments to it.
