  1                      A bill to be entitled

  2         An act relating to the Department of Children

  3         and Family Services; requiring the department

  4         to contract for child abuse prevention

  5         services; providing an appropriation; providing

  6         an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  The Department of Children and Family

11  Services shall contract with a private nonprofit corporation,

12  whose purpose is to identify, fund, support, and evaluate

13  programs and community initiatives to improve the development

14  and life outcomes of children and to preserve and strengthen

15  families with a primary emphasis on prevention, for the

16  purpose of implementing a program that will work in

17  partnership with existing community-based home visitation and

18  family support resources to provide assistance to families in

19  an effort to prevent child abuse. This program shall be

20  voluntary for participants who have voluntarily submitted to

21  an evaluation approved by the board of directors of the

22  private nonprofit corporation.  The implementation of services

23  shall require the written informed consent of the participants

24  prior to service delivery.

25         Section 2.  There is hereby appropriated to the

26  Department of Children and Family Services the sum of

27  $5,000,000 from tobacco settlement receipts residing in the

28  department's Grants and Donations Trust Fund to implement this

29  act.

30         Section 3.  This act shall take effect July 1 of the

31  year in which enacted.
