11  The Committee on General Government Appropriations offered the

12  following:

13

14         Amendment (with title amendment) 

15         On page 24, line 3, of the bill

16

17  insert:  new Section 6.

18         Section 6.  There are hereby appropriated to the

19  Department of Environmental Protection, six positions and

20  $449,918 for FY 1998-99 from the Ecosystems Management and

21  Restoration Trust Fund from revenues provided by this act

22  pursuant to s. 201.15(8).  These positions and funding are

23  provided to assist local project sponsors, and shall be used

24  to facilitate and promote enhanced beach erosion control

25  project administration.  Such staffing resources shall be

26  directed toward more efficient contract development and

27  oversight, promoting cost-sharing strategies and regional

28  coordination or projects among local governments, providing

29  assistance to local governments to ensure timely permit

30  review, and improving billing review and disbursement

31  processes.

 1         Upon implementation of the Governor's Building Codes

 2  Study Commission recommendations pertaining to coastal

 3  construction, and the adoption of those recommendations by

 4  local governments, the department shall delegate the coastal

 5  construction building codes review pursuant to s. 161.053,

 6  Florida Statutes, to those local governments.  Current

 7  department positions supporting the coastal construction

 8  building codes review shall be directed to support

 9  implementation of the subject beach management plan.
