  1                      A bill to be entitled

  2         An act relating to the powers and duties of the

  3         Governor; amending s. 14.23, F.S.; regulating

  4         the nomination of appointees to federal

  5         regional fisheries management councils;

  6         providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9

10         Section 1.  Subsection (4) is added to section 14.23,

11  Florida Statutes, to read:

12         14.23  State-Federal relations.--

13         (4)  NOMINATIONS TO FEDERAL REGIONAL FISHERIES

14  MANAGEMENT COUNCILS.--The Governor is prohibited from

15  nominating for appointment to any one of the federal fisheries

16  management councils established under 16 U.S.C. s. 1801, et

17  seq., as amended, the name of any person who is, or who has

18  been at any time during the 24 months preceding such

19  nomination, a lobbyist, as that term is defined in s.

20  112.3148, for, or any paid employee of, any entity of any kind

21  whatsoever whose interests are or could be affected by actions

22  or decisions of such fisheries management councils.

23         Section 2.  This act shall take effect January 1, 1999.
