Florida House of Representatives - 1997 HJR 351 By Representative Bullard 1 House Joint Resolution 2 A joint resolution proposing an amendment to 3 Section 1 of Article IX of the State 4 Constitution relating to the system of public 5 education. 6 7 Be It Resolved by the Legislature of the State of Florida: 8 9 That the amendment to Section 1 of Article IX of the 10 State Constitution set forth below is agreed to and shall be 11 submitted to the electors of Florida for approval or rejection 12 at the general election to be held in November 1998: 13 SECTION 1. System of public education.--The children 14 of this state are its most important asset and they have a 15 fundamental right to legislative funding necessary to provide 16 an adequate and appropriate education. Therefore, the 17 legislature shall make Adequate provision shall be made by law 18 for a uniform system of free public schools and for the 19 establishment, maintenance and operation of institutions of 20 higher learning and other public education programs that the 21 needs of the people may require. The legislature shall 22 appropriate sufficient funds so as to provide minimum 23 educational funding per child that is equal to at least the 24 average amount of funding received per child in the states of 25 this nation which rank within the upper quartile in per-pupil 26 educational expenditures. 27 BE IT FURTHER RESOLVED that in accordance the 28 requirements of section 101.161, Florida Statutes, the title 29 and substance of the amendment proposed herein shall appear on 30 the ballot as follows: 31 1 CODING: Words stricken are deletions; words underlined are additions.
