2 An act relating to the General Appropriations
3 Act; providing a short title; amending s.
4 216.178, F.S.; requiring the reporting in the
5 General Appropriations Act of certain
6 information relating to household income and
7 the funding of state government; providing
8 applicability; providing an effective date.

10 WHEREAS, expenditures for state government should not
11 be in excess of the ability of the state's citizens to pay
12 without jeopardizing their financial security, and
13 WHEREAS, requiring the reporting of changes in
14 household income versus changes in expenditures for state
15 government will focus the attention of citizens and
16 legislators on the relative prosperity of each to ensure the
17 ability of citizens reasonably and willingly to pay, and
18 WHEREAS, the listing of the balances of state trust
19 funds in relation to their expenditures will allow citizens to
20 easily see the amounts held in trust by state government, and
21 WHEREAS, in addition, requiring the reporting of
22 changes in the number of state positions funded in the budget
23 and the number of positions to be privatized will help
24 citizens better understand the state's financial impact, NOW,
25 THEREFORE,

27 Be It Enacted by the Legislature of the State of Florida:
28
29 Section 1. This act may be cited as the
30 "Family-Friendly Budgeting Act of 1998."

1 Section 2. Section 216.178, Florida Statutes, is
2 amended to read:
3 216.178 General Appropriations Act; format; procedure;
4 cost statement for new debt or obligation.--
5 (1) In addition to the information required by s.
6 19(b), Art. III of the State Constitution, the following
7 information shall be included in the annual General
8 Appropriations Act and shall be placed at the beginning of the
9 act before any other information:
10 (a) A family-friendly budgeting statement. This
11 statement shall show the median annual household income for
12 the previous 6 calendar years and percentage change from year
13 to year beside the state government appropriations for the
14 previous 6 fiscal years and percentage change from fiscal year
15 to fiscal year, followed by the average annual change over
16 that 5-year period for both median Florida household income
17 and state government appropriations, followed by the projected
18 median annual household income for the current calendar year
19 and percentage change over the previous calendar year, as
20 provided by the Division of Economic and Demographic Research
21 of the Joint Legislative Management Committee, and the state
22 government appropriations for the fiscal year of the General
23 Appropriations Act and percentage change over the previous
24 fiscal year. This statement shall be in substantially the
25 following form:

22 (b) A change in government positions statement. This
23 statement shall show the number of positions funded for the
24 previous fiscal year, followed by the number of positions to
25 be funded for the fiscal year of the General Appropriations
26 Act, the percentage change over the previous fiscal year, and
27 the number of positions to be privatized in the fiscal year of
28 the General Appropriations Act. However, there shall be
29 separate entries for positions in the State University System.

20 of the end of the previous fiscal year and total expenditures
21 for the previous fiscal year for trust funds of the state
22 government. Trust funds subject to termination under s.
23 19(f)(2), Art. III of the State Constitution and prior review
24 under s. 215.3206 and trust funds specified in s. 19(f)(3),
25 Art. III of the State Constitution shall be listed separately;
26 however, the Florida Retirement System Trust Fund shall be
27 listed on its own.

1 (d) A total change statement. This statement shall
2 show the change in total household income in the state for the
3 last completed calendar year over the calendar year
4 immediately preceding the last completed calendar year and the
5 change in total state government appropriations for the last
6 completed fiscal year over the fiscal year immediately
7 preceding the last completed fiscal year. This statement shall
8 be in substantially the following form:

18 (2)(1) Any information contained in a conference
19 committee report on a general or supplemental appropriations
20 bill, on any other bill adopted by the same conference
21 committee to implement a general or supplemental
22 appropriations bill and effective for the same period as such
23 appropriations bill, or on a revenue bill during any regular
24 or special legislative session must be made available to the
25 members of the Legislature and to the public at least 48 hours
26 before the report may be voted on by the Senate or the House
27 of Representatives.
28 (3)(2) Effective June 30, 1993, the Office of Planning
29 and Budgeting shall develop a final budget report that
30 reflects the net appropriations for each budget item. The
31 report shall reflect actual expenditures for each of the 2

1 preceding fiscal years and the estimated expenditures for the
2 current fiscal year. In addition, the report must contain the
3 actual revenues and cash balances for the preceding 2 fiscal
4 years and the estimated revenues and cash balances for the
5 current fiscal year. The report may also contain expenditure
6 data, program objectives, and program measures for each state
7 agency program. The report must be produced within 90 days
8 after the beginning of the fiscal year. A copy of the report
9 must be made available to each member of the Legislature, to
10 the head of each state agency, to the Auditor General, and to
11 the public.
12 (4)(3) The Governor shall submit to the Secretary of
13 State, along with the signed General Appropriations Act, a
14 statement which sets forth the estimated cost of each new
15 proposed state debt or obligation contained in the act. Each
16 statement shall be written in substantially the following
17 form:

19 The General Appropriations Act for fiscal year
20 ...(insert years)... authorizes the issuance of $ ...(insert
21 principal)... of debt or obligation at a forecasted interest
22 rate of ...(insert rate of interest).... The total interest
23 paid over the life of this debt or obligation will be $
24 ...(insert sum of interest payments).... Additionally, it is
25 estimated that the 5-year operational costs associated with
26 those capital outlay projects to be funded by the incurrence
27 of this debt or obligation will be $ ...(insert costs)....

29 Section 3. This act shall take effect upon becoming a
30 law and shall first apply to the General Appropriations Act
31 for the 1999-2000 fiscal year.
