  1                      A bill to be entitled
  2         An act relating to the governing organization
  3         for high school athletics; amending s. 232.62,
  4         F.S.; requiring the administrative regions to
  5         be divided into districts; amending s. 232.63,
  6         F.S.; increasing the membership of the board of
  7         directors; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:
10
11         Section 1.  Subsection (4) is added to section 232.62,
12  Florida Statutes, to read:
13         232.62  Governing organization for athletics;
14  structure.--The governing structure of the organization is as
15  follows:
16         (4)  Each administrative region shall be divided into
17  four equal quadrants to be known as districts.
18         Section 2.  Subsections (1) and (2) of section 232.63,
19  Florida Statutes, are amended to read:
20         232.63  Governing organization for athletics; board of
21  directors.--
22         (1)  The executive authority of the organization shall
23  be vested in its board of directors.  The board of directors
24  shall be composed of 31 15 persons, as follows:
25         (a)  Four public member school representatives, one
26  elected from among its public school representative members
27  within each of the four administrative regions.
28         (b)  Four nonpublic member school representatives, one
29  elected from among its nonpublic school representative members
30  within each of the four administrative regions.

  1         (c)  Two representatives appointed by the Commissioner
  2  of Education, one appointed from the two northernmost
  3  administrative regions and one appointed from the two
  4  southernmost administrative regions.
  5         (d)  Two district school superintendents, one elected
  6  from the two northernmost administrative regions by the
  7  members in those regions and one elected from the two
  8  southernmost administrative regions by the members in those
  9  regions.
10         (e)  Two district school board members, one elected
11  from the two northernmost administrative regions by the
12  members in those regions and one elected from the two
13  southernmost administrative regions by the members in those
14  regions.
15         (f)  The Commissioner of Education or his or her
16  designee from the Department of Education executive staff.
17         (g)  Sixteen members at large, one each elected by
18  member schools eligible to vote within each district
19  established pursuant to s. 232.62(4).
20         (2)  A quorum of the board of directors shall consist
21  of 17 nine members.
22         Section 3.  This act shall take effect July 1 of the
23  year in which enacted.

      With respect to the governing organization for high
28    school athletics, requires the four administrative
      regions to be divided into four districts.  Increases
29    membership of the organization's board of directors by
      requiring representatives from each district.
