18         (16)(a)  Notwithstanding any provision of this section

19  to the contrary, an exclusive provider organization which

20  offers dermatological services shall provide direct patient

21  access, for office visits and minor procedures and testing, to

22  a dermatologist who is under contract with the exclusive

23  provider organization. The term "direct patient access" means

24  the ability of an insured to obtain such services without a

25  referral or other authorization before receiving services. The

26  exclusive provider organization shall, by July 1, 1997,

27  develop criteria for compliance with the provisions of this

28  paragraph which do not impede or inhibit access to

29  dermatological services for policyholders of the exclusive

30  provider organization. The criteria may include a limit of

31  five office visits to a dermatologist, without prior

  1  authorization, for a dermatologic problem within a 12-month

  2  period.

  3         (b)  A dermatologist providing care or treatment under

  4  paragraph (a) shall provide to a patient's primary care

  5  physician, within 7 days after care or treatment of the

  6  patient, a copy of all medical records documenting the care or

  7  treatment provided.
