17 Section 1. (1) This section may be cited as the
18 "Florida Maximum Class Size Goals Act."
19 (2) The Legislature finds that class size, especially
20 in the primary grades, is a major factor in the ability of
21 students to learn and classroom teachers to teach. It is,
22 therefore, the intent of the Legislature to establish class
23 size standards which will promote educational success.
24 (3)(a) It is the goal of the Legislature and each
25 school district that the size of each kindergarten through
26 grade 3 class in critically low-performing schools, as
27 identified by the Commissioner of Education, shall not exceed
28 15 students per full-time equivalent teacher.
29 (b) It is the goal of the Legislature and each school
30 district that the size of each kindergarten through grade 3
31 class in schools not identified as critically low-performing

1 schools shall not exceed 24 students per full-time equivalent
2 teacher.
3 (4) Each school district shall implement the goals set
4 forth in this section to the extent funds are provided through
5 the General Appropriations Act. The first priority for funding
6 shall be a reduction in class size at critically
7 low-performing schools to accomplish the goal stated in
8 paragraph (3)(a).
9 (5) Beginning January 1, 1999, and each year
10 thereafter, the Department of Education shall report to the
11 President of the Senate and the Speaker of the House of
12 Representatives school district expenditures and class size
13 reductions as a result of the provisions of this act.
14 (6) The Department of Education shall provide for a
15 longitudinal study of the benefits to students and the impact
16 on student achievement of reductions in class size as a result
17 of implementation of this act. The results of the study shall
18 be reported to the President of the Senate and the Speaker of
19 the House of Representatives by December 1, 2002.
20 Section 2. This act shall take effect July 1, 1998.
