18  is unsafe for the purpose of this paragraph.  In determing

19  whether egress proposed by the applicant is safe and direct,

20  the department shall also consider, at a minimum, the

21  following factors:

22         1.  natural barriers such as water bodies, and whether

23  any road in the proposed evacuation route is impaired by a

24  natural barrier such as a water body;

25         2.  potential exposure during egress and potential

26  increases in the duration of exposure;

27         3.  whether any road in a proposed evacuation route

28  passes in close proximity to the facility; and

29         4.  whether any portion of the evacuation route is

30  inherently directed toward the facility.
