11 Senator Hargrett moved the following amendment:

14 On page 2, between lines 2 and 3,

16 insert: (2) If no specific legislation is passed during the
17 1999 legislative session to direct the department to implement
18 a motor vehicle inspection program, the department may issue a
19 Request for Proposal and enter a contract for a biennial
20 inspection program for vehicles five model years and older
21 using the basic test for hydrocarbon emissions and carbon
22 monoxide emissions. The requirements for the program included
23 in the proposals must be based on the requirements under
24 chapter 325, Florida Statutes, unless those requirements
25 conflict with this section. No contract entered into under
26 this subsection may be for longer than 2 years.
27 Notwithstanding the provisions of s. 325.214, if the fee for
28 motor vehicle inspection proposed by the Department of Highway
29 Safety and Motor Vehicles will exceed $10 per inspection, the
30 department may impose the higher fee if such fee is approved
31 through the budget amendment process set forth in chapter 216
