  1                      A bill to be entitled

  2         An act relating to the Town of Horseshoe Beach,

  3         Dixie County; authorizing unrestricted use of

  4         fuel taxes under certain circumstances;

  5         providing an effective date.

  7  Be It Enacted by the Legislature of the State of Florida:

  8

  9         Section 1.  The Town of Horseshoe Beach is hereby

10  authorized to transfer and use legally restricted fuel taxes

11  for unrestricted purposes for all fiscal years prior to and

12  through 1996-1997. Thereafter, should a deficit in unreserved

13  fund balance occur which could cause the town to experience a

14  financial emergency pursuant to section 218.503, Florida

15  Statutes, up to 50 percent of the tax moneys may be

16  transferred and used for unrestricted purposes so long as the

17  transportation component of the town's comprehensive plan has

18  been met.

19         Section 2.  This act shall take effect upon becoming a

20  law.
