  1                      A bill to be entitled

  2         An act relating to a study on criminal justice

  3         issues involving drug offenders; authorizing

  4         the study to be conducted by the Parole

  5         Commission; requiring findings and

  6         recommendations to be submitted to the

  7         Legislature; providing an effective date.

  9  Be It Enacted by the Legislature of the State of Florida:

11         Section 1.  For fiscal year 1999-2000, the Parole

12  Commission, with assistance from a minimum of three academic

13  researchers in the criminal justice field, is authorized to

14  conduct a study to evaluate, investigate, and analyze the

15  feasibility of implementing a program such as the State of

16  Arizona's Proposition 200. The study will address recidivism

17  issues, reimbursement efforts, and potential cost savings to

18  the state by the release of certain drug offenders from

19  correctional institutions. The findings and recommendations

20  shall be submitted to the President of the Senate and the

21  Speaker of the House of Representatives by January 1, 2000.

22         Section 2.  This act shall take effect upon becoming a

23  law.
