11  The Committee on Finance & Taxation offered the following:

13         Amendment (with title amendment) 

14         On page 8, between lines 22 and 23 of the bill

15

16  insert:

17         Section 3.    (1)  The Office of Program Policy

18  Analysis and Government Accountability is directed to review

19  each trust fund subject to the service charges imposed

20  pursuant to s. 215.20, Florida Statutes.  The review shall

21  include, but not be limited to, the following information:

22         (a)  The sources and amount of revenues for the trust

23  fund;

24         (b)  The statutory purposes of the trust fund;

25         (c)  The annual amount of general revenue service

26  charges paid by the trust fund;

27         (d)  The amount of any deficit in the trust fund during

28  FY 1996-97 or FY 1997-98; and

29         (e)  The amount and source of funds used to offset any

30  deficit in the trust fund during FY 1996-97 or FY 1997-98.

31         (2)  The Office is also directed to review each trust

 1  fund exempted from the service charges.  This review shall

 2  include, but not limited to, the following information:

 3         (a)  The sources and amount of revenues for the trust

 4  fund;

 5         (b)  The statutory purposes of the trust fund;

 6         (c)  The annual amount of general revenue service

 7  charges that would be paid if the trust fund was subject to a

 8  seven percent charge;

 9         (d)  The amount of the balanceforwards in the trust

10  fund during FY 1996-97 and FY 1997-98; and

11         (e)  Any constitutional or federal limitations on the

12  imposition of such service charges on the trust fund.

13         (3)  The review shall be completed by January 15, 1999,

14  and presented to the Governor, the President of the Senate,

15  the Speaker of the House, the minority leaders of each

16  chamber, and the chairs of the fiscal committees in the House

17  and Senate.
