17  and insert in lieu thereof:  factor may never exceed $35. The

18  department shallretain a nationally recognized accounting firm

19  to conduct a study to determine the reasonable revenue

20  requirements necessary to support the development and

21  administration of the major source air-operation permit

22  program as prescribed in paragraph (b). The results of that

23  determination must be considered in assessing whether a

24  $25-per-ton fee factor is sufficient to adequately fund the

25  major source air-operation permit program.  The results of the

26  study must be presented to the Governor, the President of the

27  Senate, the Speaker of the House of Representatives, and the

28  Public Service Commission, including the Public Counsel's

29  Office, by no later than October 31, 1994.
