14         On page 3, line 16, before the period,

16  insert:

17  ; however, this subsection shall not apply in any case where

18  the court determines that the expenditure of state or local

19  public funds, the provision of tax-supported services, or the

20  provision of uncompensated private or public health care

21  services will be required because the claimant's economic

22  damages will be uncompensated as a result of the operation of

23  this subsection
