14         On page 3, line 16, of the bill

16  insert:  ; however, this subsection shall not apply in any

17  case where the court determines that the expenditure of state

18  or local public funds, the provision of tax-supported

19  services, or the provision of uncompensated private or public

20  health care services will be required because the claimant's

21  economic damages will be uncompensated as a result of the

22  operation of this subsection
