1 A bill to be entitled
2 An act relating to education; establishing a
3 study commission to determine the feasibility
4 of creating a residential mathematics and
5 sciences academy; providing for the
6 commission's membership and duties; requiring a
7 report; providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. (1) There is established the Mathematics
12 and Sciences Study Commission to determine the feasibility of
13 creating a public-private, residential, coeducational academy
14 offering an advanced curriculum in mathematics and sciences
15 for students in grades 11 and 12 using the K-16 philosophy to
16 prepare students for professional careers in this state. The
17 commission shall select a private partner, a State University
18 System partner, the locale, and the estimated operating cost
19 for the academy.
20 (2) Members of the commission shall be appointed as
21 follows:
22 (a) The Governor shall appoint five members, including
23 a math or science teacher, a member of the Enterprise Florida
24 Board of Directors, a principal or administrator of a state
25 public school, a member of the Board of Regents, and a member
26 of the Florida Commission on Education Reform and
27 Accountability.
28 (b) The President of the Senate and the Speaker of the
29 House of Representatives shall each appoint a member of the
30 majority party and a member of the minority party of their
31 respective houses.

1 (c) The Commissioner of Education shall appoint five
2 members, including a math or science teacher, a member of the
3 Enterprise Florida Board of Directors, a member of the Florida
4 School Board Administrators Association, and a member of the
5 Postsecondary Education Planning Commission.
6 (3) The commission shall be staffed by the
7 Postsecondary Education Planning Commission and the Florida
8 Commission on Education Reform and Accountability. Regular
9 meetings may be held for 2 days each month and at such other
10 times as the commission deems necessary, after all members
11 have been appointed.
12 (4) Commission members and staff shall receive
13 reimbursement for per diem and travel expenses incurred in the
14 performance of their duties, as provided in s. 112.061,
15 Florida Statutes.
16 (5) The commission shall present its findings and
17 recommendations to the Governor, the President of the Senate,
18 the Speaker of the House of Representatives, and the
19 Commissioner of Education by January 1, 1999, at which time
20 the commission shall be terminated.
21 Section 2. This act shall take effect upon becoming a
22 law.

27 The Committee Substitute differs from SB 388 as follows:
28 The membership of the Mathematics and Sciences Study
Commission is revised so that the five members to be appointed
29 by the Commissioner of Education do not include a
representative of the nonexistent National Science Program.
