15 On page 346, between lines 5 and 6,

17 insert:
18 Section 181. Section 464.0145, Florida Statutes, is
19 created to read:
20 464.0145 Licensure of foreign-trained or
21 foreign-licensed nurses.--
22 (1) The Legislature is aware of experienced,
23 foreign-trained and foreign-licensed practical and
24 professional nurses who lawfully reside in this state and who
25 desire to become licensed to practice their profession. It is
26 the goal of the Legislature to facilitate the licensing of
27 foreign-trained, duly-qualified professionals so that the
28 public receives the benefit of their services.
29 (2) Notwithstanding s. 464.009(1) and (2), the
30 department shall issue a license to practice professional
31 nursing or practical nursing to an applicant who:

1 (a) Completes the application form and submits a fee
2 set by the board, not to exceed $150.
3 (b) Demonstrates to the department through submission
4 of documentation, or other evidence acceptable to the
5 department, that the applicant:
6 1. Graduated from a foreign school of nursing; or
7 2. Was licensed to practice professional nursing or
8 practical nursing in another country.
9 (c) Successfully completes a nursing-review program
10 approved by the department and passes the examination
11 administered by the school, college, or university that offers
12 the nursing-review program.
13 (d) Demonstrates proficiency in English.
14 (e) Provides sufficient information to the department
15 for purposes of a statewide criminal-records check conducted
16 by the Department of Law Enforcement.
17 (f) Is in good mental and physical health and is of
18 good moral character.
19 (3) By December 31, 1998, the department shall develop
20 a nursing-review program that complies with the intent and
21 purpose of chapter 74-105, Laws of Florida.
22 (4) If an applicant is unable to provide official
23 documentation that verifies training or licensure in another
24 country and provides a compelling reason why official
25 documentation cannot be obtained, or if there is limited or no
26 information on nursing education in the country of licensure,
27 the applicant may prove training or licensure by presenting,
28 in writing, substantial, detailed information on the
29 educational program that the applicant attended or by
30 providing at least three notarized statements from nurses
31 currently licensed in this state who have personal knowledge
