  1                      A bill to be entitled

  2         An act relating to postsecondary education;

  3         directing the Board of Regents to conduct a

  4         study relating to the establishment of a

  5         college of medicine at Florida Agricultural and

  6         Mechanical University; providing components of

  7         the study; providing an effective date.

  8

  9  Be It Enacted by the Legislature of the State of Florida:

10

11         Section 1.  The Board of Regents is directed to study

12  the feasibility of establishing a college of medicine at

13  Florida Agricultural and Mechanical University.

14         Section 2.  The study shall include the following

15  components:

16         (1)  Recommendation as to whether the college should

17  offer an allopathic or osteopathic medical education program.

18         (2)  Analysis of the state's unmet medical workforce

19  needs.

20         (3)  Anticipated student enrollment.

21         (4)  The potential impact of a new college of medicine

22  on the state's existing private and public medical schools.

23         (5)  Estimated operating and capital costs associated

24  with the establishment and operation of a medical school.

25         (6)  Estimated faculty and staff requirements.

26         (7)  Proposed affiliations with clinical training

27  sites.

28         Section 3.  In addition to the components enumerated in

29  section 2, the study shall specifically identify any fiscal or

30  programmatic considerations associated with the establishment

31  of a medical school that has the production of generalist

  1  physicians as its primary mission.  The study shall be

  2  submitted to the President of the Senate and the Speaker of

  3  the House of Representatives by December 15, 1998.

  4         Section 4.  This act shall take effect upon becoming a

  5  law.
