14 On page 1, lines 16-23, delete those lines,

16 and insert: licensed under chapter 458 or chapter 459; a
17 professional licensed under chapter 490 or chapter 491; or a
18 person who has at least an earned master's degree in a social
19 or behavioral science in a human services discipline with a
20 minimum of 2 years' experience in the assessment or treatment
21 of substance abuse or a person who is certified through a
22 department-recognized certification process for substance
23 abuse treatment services and who holds, at a minimum, a
24 bachelor's degree. A person who is certified in substance
25 abuse treatment services by a state recognized certification
26 process in another state at the time of employment with a
27 licensed substance abuse provider in Florida may perform the
28 functions of a qualified professional as defined in chapter
29 397 but must meet certification requirements contained in s.
30 397.311(25) no later than 1 year after his or her date of
31 employment.

1 Section 2. The following persons who meet the
2 requirements of a qualified professional specified in section
3 397.311(25), Florida Statutes, on December 31, 1998, need not
4 meet the requirements of section 1 of this act until January
5 1, 2001:
6 (1) A person who holds a master's degree in a social
7 or behavioral science in a human services discipline with a
8 minimum of 2 years' experience in the assessment or treatment
9 of substance abuse.
10 (2) A person who is certified through a
11 department-recognized certification process.
12 Section 3. This act shall take effect on January 1,
13 1999.
