17  "Telephonic solicitation" does not mean a call made to a

18  subscriber for the sole purpose of soliciting a vote,

19  attendance at a religious service or event, or a commitment to

20  volunteer time or service, provided that such solicitation

21  does not result in a later solicitation for a monetary

22  donation or payment.
