19  period, the department or the Department of Legal Affairs may

20  bring an action to impose a civil penalty and to seek other

21  relief, including injunctive relief, as the court deems

22  appropriate against the telephone solicitor.  The civil

23  penalty shall not exceed $5,000 $10,000 per
