17 Section 21. Paragraph (d) is added to subsection (5)
18 of section 240.529, Florida Statutes, and subsection 11 is
19 added to said section to read:
20 240.529 Public accountability and state approval for
21 teacher preparation programs.--
22 (5) PRESERVICE FIELD EXPERIENCE.--All postsecondary
23 instructors, school district personnel and instructional
24 personnel, and school sites preparing instructional personnel
25 through preservice field experience courses and internships
26 shall meet special requirements.
27 (d) Beginning with the 1999-2000 academic year,
28 State University System initial teacher preparation programs
29 shall provide all students with the option of multiple field
30 experiences in schools located in socially and economically
31 disadvantaged urban or rural areas. The field experiences

1 must provide interns with classroom experiences throughout the
2 academic year. The field experiences must be designed to
3 provide the intern with the necessary supervision and teaching
4 methodology to become an effective teacher of students who
5 live in a disadvantaged area.
6 (11) URBAN AND RURAL TEACHING RESIDENCY
7 PROGRAM.--Beginning with the 2000-2001 academic year and
8 contingent upon legislative funding, teacher preparation
9 programs at State University System institutions shall
10 establish teaching residencies in partnership with public
11 school districts. Each university, in conjunction with its
12 partners, shall recruit no more than 20 teaching residents per
13 year. The total number of teaching residencies in the state is
14 not to exceed 200 in any given year at the rate of 20 per
15 university. Persons eligible to be hired as teaching residents
16 must have completed teaching internships as specified in
17 paragraph (5)(d). To be eligible to be hired as a teaching
18 resident, a person must have received his or her initial
19 license no more than 2 years before applying for a residency
20 and must have less than 5 months of full-time equivalency
21 teaching experience as a licensed teacher. The residency
22 program must include:
23 (a) A guarantee from participating universities that
24 those who complete initial teacher preparation programs have
25 the knowledge and experience necessary to succeed in
26 residencies in urban or rural settings and that they are
27 prepared to teach in compliance with the Sunshine State
28 Standards and demonstrate skills at the beginning level of the
29 Florida Accomplished Teaching Practices;
30 (b) A mentoring team consisting of no fewer than one
31 university faculty member and one school district clinical

1 educator for each participating school to provide supervision
2 of the teaching residents;
3 (c) One full-time-equivalent experienced classroom
4 teacher assigned for each cluster of four teaching residents
5 in order to provide alternative assignments for the resident
6 teachers;
7 (d) Residencies lasting for a full academic year; and
8 (e) Teaching assignments for resident teachers of no
9 more than 80 percent of the instructional time required of a
10 full-time-equivalent teacher in the district. During the
11 remaining time, a teaching resident shall participate in
12 professional development activities as identified in
13 conjunction with the school's mentoring team.

15 The resident teacher will be a member of the local bargaining
16 unit and shall be covered under the terms of the contract.
17 Upon successful completion of the teaching residency, each
18 individual who teaches in a school located in a socially and
19 economically disadvantaged urban or rural area in this state,
20 and as funded by the Legislature in the Division of Human
21 Resources within the Department of Education, will receive a
22 supplemental stipend from the state of $3,000 in each year he
23 or she teaches for the duration of legislative funding for the
24 residency program.
