20 218.23(1), F.S., relating to ad valorem taxation, the millage
21 levied by special districts within the corporate limits of the
22 City may be used for an indefinite period of time. Section
23 218.26(3), F.S., shall be waived for the 1997-1998 state
24 fiscal years 1997-1998, 1998-1999, and 1999-2000 year and the
