14         On page 20, between lines 20 and 21,

16  Insert:

17         Section 9.  Section 171.081, Florida Statutes, is

18  amended to read:

19         171.081  Appeal on annexation or contraction.--No later

20  than 30 days following the passage of an annexation or

21  contraction ordinance, any party affected who believes that he

22  or she will suffer material injury by reason of the failure of

23  the municipal governing body to comply with the procedures set

24  forth in this chapter for annexation or contraction or to meet

25  the requirements established for annexation or contraction as

26  they apply to his or her property may file a petition in the

27  circuit court for the county in which the municipality or

28  municipalities are located seeking review by certiorari.  In

29  any action instituted pursuant to this section by a

30  complainant other than a governmental entity, such the

31  complainant, should he or she prevail, shall be entitled to
