  1                      A bill to be entitled

  2         An act relating to the Sebring Airport

  3         Authority, Highlands County; amending chapter

  4         67-2070, Laws of Florida, as amended;

  5         increasing the threshold for requiring bids for

  6         purchase of property and services; authorizing

  7         the exercise of the powers of industrial

  8         development authorities; providing an effective

  9         date.

11         WHEREAS, the Sebring Airport Authority owns and

12  operates a regional airport and industrial park in Highlands

13  County, and

14         WHEREAS, the threshold for requiring bids for the

15  purchase of property and services by the Sebring Airport

16  Authority is presently $5,000, which is unreasonably

17  restrictive, and

18         WHEREAS, the Authority could more expeditiously further

19  its purpose of developing its industrial park if it were able

20  to exercise the powers of industrial development authorities,

21  NOW, THEREFORE,

23  Be It Enacted by the Legislature of the State of Florida:

24

25         Section 1.  Section 8 of chapter 67-2070, Laws of

26  Florida, as amended by chapter 89-484, Laws of Florida, is

27  amended to read:

28         Section 8.  No contract for the construction, repair,

29  or alteration or otherwise of any facility or part of the

30  same, or the purchase of equipment, services, or supplies

31  involving an expenditure of more than ten five thousand

  1  dollars ($10,000) ($5,000.00), shall be awarded let by the

  2  Authority unless the Authority advertises for sealed bids at

  3  least once a week for two (2) consecutive weeks and such

  4  contract is awarded let to the lowest responsible bidder,

  5  provided the Authority hereunder created shall have the

  6  authority to reject all bids.

  7         Section 2.  Paragraph (o) is added to section 6 of

  8  chapter 67-2070, Laws of Florida, as amended by chapters

  9  89-484 and 95-526, Laws of Florida, to read:

10         Section 6.  The Sebring Airport Authority is hereby

11  authorized and empowered:

12         (o)  To exercise all of the powers of industrial

13  development authorities created pursuant to s. 159.45, Florida

14  Statutes, including the power to issue revenue bonds or other

15  debt obligations repayable solely from revenues derived from

16  the sale, operation, or leasing of projects or other payment

17  received under financing agreements with respect thereto.

18         Section 3.  This act shall take effect upon becoming a

19  law.
