18 is directed to appoint a study commission that includes
19 representatives from organizations representing affected
20 health care providers, to study the referral issue and make
21 recommendations regarding the same to the Legislature and the
22 Governor on or before January 1, 1999. The provisions of
23 section 455.654, Florida Statutes, shall be repealed
24 effectively July 1, 1999.
