15         On page 19, between lines 12 and 13, insert a new

16  subsection and renumber subsequent subsections:

18  insert:

19         (5)  Effective July 1, 1998, for school districts

20  providing adult basic education for the elderly to at least

21  10,000 students during fiscal year 1996-97, and to at least

22  10,000 students during subsequent fiscal years, funds for

23  these adult basic education courses for the elderly shall not

24  be provided from the Workforce Development Education Fund, but

25  shall be provided in a separate categorical subject to

26  provisions defined in the General Appropriations Act.  Unless

27  exempt pursuant to s. 239.117, fees for these courses shall be

28  set at no less than 10 percent of the average cost of

29  instruction.
