14 On page 21, between lines 2 & 3, of the bill,

16 insert:
17 Section 7. Paragraph (o) of subsection (3) of section
18 240.311, Florida Statutes, is amended to read:
19 240.311 State Board of Community Colleges; powers and
20 duties.--
21 (3) The State Board of Community Colleges shall:
22 (o) Receive an annual administrative review of each
23 community college.
24 1. Such review shall include, but is not limited to,
25 the administrator-to-faculty ratio, the percent of funds for
26 administrative costs in the total budget, and the percent of
27 funds in support programs compared to the percent of funds in
28 instructional programs and may include such other indicators
29 of quality as are necessary.
30 2. The review shall also include all courses offered
31 by a community college outside its district. Courses offered

1 outside the home district which are not approved by the State
2 Board of Community Colleges shall not be counted for funding
3 purposes or to meet enrollment assignments. For purposes of
4 this subparagraph, electronically originated instruction, to
5 include satellite, broadcast, and internet delivered
6 instruction, shall be exempt. Exemption is only permitted when
7 the community college's intent is to offer the instruction for
8 students residing within the community college's home district
9 and only markets the instruction to students residing within
10 the community college's home district. If a community
11 college's intent is to market the electronically originated
12 instruction outside its home district and thus recruit
13 students outside its home district, the community college must
14 receive the approval of the State Board of Community Colleges.
15 The State Board of Community Colleges shall have authority to
16 review any electronically originated instruction for
17 compliance with this section.
