14 On page 67, between lines 26 and 27 of the bill

16 insert:
17 Section 55. For fiscal year 1999-2000, the Parole
18 Commission, in cooperation with the Department of Management
19 Services and the Department of Corrections and with assistance
20 from a minimum of three academic researchers in the criminal
21 justice field, is authorized to conduct a study to evaluate,
22 investigate, and analyze the feasibility of implementing a
23 program such as the State of Arizona's Proposition 200. The
24 study will address recidivism issues, reimbursement efforts,
25 and potential cost savings to the state by the release of
26 certain drug offenders from correctional institutions. The
27 findings and recommendations shall be submitted to the
28 President of the Senate and the Speaker of the House of
29 Representatives by January 1, 2000.
