17  and insert in lieu thereof:

18         Section 1.  Subsections (3) and (13) of section 240.61,

19  Florida Statutes, are amended to read:

20         240.61  College reach-out program.--

21         (3)  To participate in the college reach-out program, a

22  community college, a public university, or an independent

23  postsecondary institution that is participating in a special

24  program for students from disadvantaged backgrounds pursuant

25  to 20 U.S.C., ss. 1070d et seq. may submit a proposal to the

26  Department of Education. The State Board of Education shall

27  consider the proposals and determine which proposals to

28  implement as programs that will strengthen the educational

29  motivation and preparation of low-income educationally

30  disadvantaged students.
