2 An act relating to postsecondary education;
3 amending s. 240.61, F.S., relating to the
4 college reach-out program; requiring the
5 Postsecondary Education Planning Commission to
6 determine the frequency of certain assessments;
7 revising the reporting date; repealing ss.
8 240.154 and 240.278, F.S., relating to
9 proposals for undergraduate enhancement and the
10 Quality Assurance Fund; providing an effective
11 date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Subsection (13) of section 240.61, Florida
16 Statutes, is amended to read:
17 240.61 College reach-out program.--
18 (13) By February January 15 of each year, the
19 Postsecondary Education Planning Commission shall submit to
20 the President of the Senate, the Speaker of the House of
21 Representatives, the Commissioner of Education, and the
22 Governor a report that evaluates the effectiveness of the
23 college reach-out program. The report must be based upon
24 information provided by participating institutions, the
25 Division of Universities, the Division of Community Colleges,
26 and the Division of Workforce Development pursuant to
27 subsections (7) and (12). The evaluation must include
28 longitudinal cohort assessments of college reach-out program
29 participants from their entry into the program to their
30 graduation from postsecondary institutions. The Postsecondary
31 Education Planning Commission shall determine how frequently

1 to conduct the assessment of each cohort. To the extent
2 feasible, the performance of college reach-out program
3 participants must be compared to the performance of comparable
4 cohorts of students in public school and postsecondary
5 education.
6 Section 2. Sections 240.154 and 240.278, Florida
7 Statutes, are repealed.
8 Section 3. This act shall take effect July 1 of the
9 year in which enacted.
