1 A bill to be entitled
2 An act relating to postsecondary education;
3 amending s. 240.61, F.S., relating to the
4 college reach-out program; revising the
5 criteria for participating in the college
6 reach-out program; requiring the Postsecondary
7 Education Planning Commission to determine the
8 frequency of certain assessments; revising the
9 reporting date; repealing ss. 240.154 and
10 240.278, F.S., relating to proposals for
11 undergraduate enhancement and the Quality
12 Assurance Fund; providing an effective date.

14 Be It Enacted by the Legislature of the State of Florida:
15
16 Section 1. Subsections (3) and (13) of section 240.61,
17 Florida Statutes, are amended to read:
18 240.61 College reach-out program.--
19 (3) To participate in the college reach-out program, a
20 community college, a public university, or an independent
21 postsecondary institution that is participating in a special
22 program for students from disadvantaged backgrounds pursuant
23 to 20 U.S.C., ss. 1070d et seq. may submit a proposal to the
24 Department of Education. The State Board of Education shall
25 consider the proposals and determine which proposals to
26 implement as programs that will strengthen the educational
27 motivation and preparation of low-income educationally
28 disadvantaged students.
29 (13) By February January 15 of each year, the
30 Postsecondary Education Planning Commission shall submit to
31 the President of the Senate, the Speaker of the House of

1 Representatives, the Commissioner of Education, and the
2 Governor a report that evaluates the effectiveness of the
3 college reach-out program. The report must be based upon
4 information provided by participating institutions, the
5 Division of Universities, the Division of Community Colleges,
6 and the Division of Workforce Development pursuant to
7 subsections (7) and (12). The evaluation must include
8 longitudinal cohort assessments of college reach-out program
9 participants from their entry into the program to their
10 graduation from postsecondary institutions. The Postsecondary
11 Education Planning Commission shall determine how frequently
12 to conduct the assessment of each cohort. To the extent
13 feasible, the performance of college reach-out program
14 participants must be compared to the performance of comparable
15 cohorts of students in public school and postsecondary
16 education.
17 Section 2. Sections 240.154 and 240.278, Florida
18 Statutes, are repealed.
19 Section 3. This act shall take effect July 1 of the
20 year in which enacted.
