11 The Committee on General Government Appropriations offered the
12 following:

15 On page 5, between lines 26 & 27, of the bill,
16
17 after the semicolon insert:
18 Section 10. (1) A committee is created to review
19 funding for fairs, agricultural centers, pavilions, and
20 multiuse facilities. The committee shall consist of two
21 members appointed by the Governor, two members appointed by
22 the President of the Senate, two members appointed by the
23 Speaker of the House of Representatives, and a seventh member
24 appointed by the remaining members. All members shall be
25 appointed to serve 2-year terms. The initial appointments by
26 the Governor, the President of the Senate, and the Speaker of
27 the House of Representatives must be made by August 15, 1998,
28 and the seventh member must be appointed by September 15,
29 1998. The committee shall designate one of its members as
30 chairperson.
31 (2)(a) The committee shall annually review all funding

1 requests for fairs, agricultural centers, pavilions, and
2 multiuse facilities which have been submitted for the ensuing
3 fiscal year and shall recommend to the Governor and
4 Legislature, by February 1 preceding the fiscal year for which
5 funding has been requested, the priority that should be given
6 to each request.
7 (b) In making its recommendations, the committee shall
8 consider the extent of local government sponsorship and
9 support and the extent to which the project will provide
10 direct public benefits, including, but not limited to,
11 educational and recreational benefits and the preservation of
12 history, culture, or heritage.
13 (3) In addition to the review required by subsection
14 (2), the committee shall annually review those fairs,
15 agricultural centers, pavilions, and multiuse facilities for
16 which the Legislature has appropriated funds but which were
17 not previously reviewed by the committee. If the committee
18 finds that the project substantially meets the criteria
19 prescribed in paragraph (2)(b), it shall recommend to the
20 appropriate agency head that a grant be awarded for the
21 project up to the amount appropriated by the Legislature. If
22 the committee finds that the project does not substantially
23 meet the criteria prescribed in paragraph (2)(b), it shall
24 recommend that the Executive Office of the Governor place the
25 appropriation for the project in reserve. Funds for projects
26 reviewed under this subsection must be awarded or placed in
27 reserve by January 1 of the fiscal year for which the funds
28 were appropriated.
