11  The Committee on Education Appropriations offered the

12  following:

14         Amendment (with title amendment) 

15         On page 1, line 25, through page 2, line 7,

16  remove from the bill:  all of said lines

17

18  and insert in lieu thereof:

19  tuition at all public universities for the first-professional

20  program as reported by the United States Department of

21  Education National Center for Education Statistics. For

22  purposes of this subsection, first-professional programs

23  include dentistry, medicine, pharmacy, veterinary medicine,

24  and law. The plan may provide for such increases to take place

25  over a period of 3 to 5 years, with no single year's increase

26  being greater than 15 percent of the previous year's

27  matriculation and tuition fees. If approved by the Board of

28  Regents, each plan shall include a provision for need-based

29  financial assistance to those students who may be denied

30  access because of such tuition increases. Any revenue

31  generated as a result of the fee differential established

 1  under this subsection shall be retained by the university. The

 2  plan shall be recommended by a university committee, at least

 3  one-half of whom are students appointed by the student body

 4  president. The remainder of the committee shall be appointed

 5  by the university president. A chair, appointed jointly by the

 6  university president and the student body president, shall

 7  vote only in the case of a tie. The recommendations of the

 8  committee shall take effect only after approval by the

 9  university president and the student body president. Any
