15 On page 43, line 26,of the bill

17 insert:
18 Section 27. From the funds appropriated in section 46
19 of Chapter 97-384, Laws of Florida, the funds appropriated
20 from the General Revenue Fund are hereby reduced by $119.2
21 million of General Revenue.
22 Section 28. For the 1998-99 fiscal year, there is
23 hereby appropriated from the General Revenue Fund, $75 million
24 to the Department of Education for reduced class size. Such
25 appropriation shall be allocated to the school districts by
26 prorating this appropriation based on each district's October
27 1996 student membership for kindergarten through grade six.
28 Section 29. For the 1998-99 fiscal year, there is
29 hereby appropriated from the General Revenue Fund, $23 million
30 to the Department of Education for Safe Schools activities.
31 Such appropriation shall be allocated as follows: two-thirds

1 shall be based on the latest official Florida Crime Index
2 provided by the Department of Law Enforcement and one-third
3 shall be based on each district's share of the state's total
4 weighted school enrollment. Safe Schools activities include
5 (1) after school programs for middle school students; (2)
6 other improvements to enhance the learning, environment,
7 including implementation of conflict resolution strategies;
8 and (3) alternative school programs for adjudicated youth.
9 Each district shall determine, based on a review of its
10 existing programs and priorities, how much of its total
11 allocation to use for each authorized Safe Schools activity.
12 Section 30. For the 1998-99 fiscal year, there is
13 hereby appropriated from the General Revenue Fund $21.2
14 million to the Department of Education for instructional
15 materials; provided that school districts shall pay for
16 instructional materials used for the instruction of public
17 high school students who are earning credit toward high school
18 graduation under the dual enrollment program as provided in s.
19 236.081(1)(g), Florida Statutes.
