13         Amendment to Senate Amendment (640144) (with title

14  amendment) 

15         On page 66, between lines 6 and 7, of the amendment

16

17  insert:

18         Section 48.  There is hereby appropriated $350,000 from

19  the General Revenue Fund to the Department of Education for

20  fiscal year 1998-1999 to contract for an independent study

21  relating to the projected enrollment growth in higher

22  education for the next decade. The primary focus of the study

23  shall address the following: projected enrollment in higher

24  education for the next decade; the existing capacity in the

25  State Community College System, the State University System,

26  and private colleges and universities to serve additional

27  students; and building/facility needs and financing

28  recommendations based on enrollment projections, including

29  recommendations as to how to maximize the use of existing

30  facilities. In addition, the secondary focus of the study

31  shall address policies relating to admissions of nonresidents;

 1  needs to the state workforce and the link with academic and

 2  vocational programs; the financing of higher education in the

 3  state; the open door policy in the State Community College

 4  System; remediation policies in postsecondary education;

 5  whether or not the "2+2" articulation process needs to be

 6  strengthened, modified, or abandoned; and faculty issues in

 7  postsecondary entities, including evaluation, tenure,

 8  multiyear contracts, use of adjunct instructors, and joint

 9  college and university appointments.
