18  and insert in lieu thereof:

19         Section 3.    Scholarships, loans or need-based grants,

20  which are the lowest priority for use of these funds.

21         (b)  If a community college includes scholarships,

22  loans, or need-based grants in its proposal, it shall create

23  an endowment in its academic improvement trust fund and use

24  the earnings of the endowment to provide scholarships, loans,

25  or need-based grants.  Such scholarships must be program

26  specific
