11  The Committee on Community Affairs offered the following:

13         Amendment 

14         On page 22, between lines 15 and 16,

15

16  insert:

17         Section 12.  Notwithstanding the provisions of Section

18  5, the initial distribution of the 13th check shall be payable

19  within 30 days of receipt of a favorable determination letter

20  from the Internal Revenue Service that the 13th check program

21  does not adversely impact the tax qualification of the plan,

22  but no earlier than January 1999.
