18 Section 1. The School Readiness Trust Fund is created
19 in the State Treasury, to be administered by the Executive
20 Office of the Governor. Funds shall be credited to the trust
21 fund as provided in HB 683 or similar legislation, to be used
22 for the purposes set forth therein.
23 Section 2. Funding; School Readiness Trust Fund.--
24 (1) The intent of the School Readiness Trust Fund is
25 to ensure a seamless service delivery system for all publicly
26 funded school readiness programs operating in this state.
27 (2) Funds budgeted for a district school board for the
28 prekindergarten early intervention program, the subsidized
29 child care program, and other state or locally funded
30 education and care programs for preschool children may be
31 transferred to the School Readiness Trust Fund for

1 implementation of the school readiness program in a given
2 county. Additional funds, including state-appropriated
3 incentive funds, may be placed in the trust fund for purposes
4 of this section.
5 (3) All funds transferred to and retained in the trust
6 fund shall be invested pursuant to section 18.125, Florida
7 Statutes. Any interest accruing to the trust fund shall be
8 used to implement the School Readiness Act of 1998.
9 Notwithstanding section 216.301, Florida Statutes, and
10 pursuant to section 216.351, Florida Statutes, any undisbursed
11 balance remaining in the trust fund and interest accruing to
12 the trust fund not distributed at the end of the fiscal year
13 shall remain in the trust fund and shall increase the total
14 funds available for implementing the School Readiness Act of
15 1998.
16 (4) The Florida Partnership for School Readiness,
17 Inc., shall annually distribute to the fiscal agent for each
18 School Readiness Coalition the funds that were transferred
19 into the School Readiness Trust Fund for the benefit of that
20 coalition. Additional funds and investment income from the
21 trust fund shall be distributed to the counties implementing a
22 school readiness program based on achievement of performance
23 outcomes or need, or a combination thereof. The Florida
24 Partnership for School Readiness, Inc., shall provide
25 incentives to coalitions that serve more children in the
26 school readiness program than participating programs were
27 required to serve in the previous year, if levels of program
28 funding did not decrease during the year.
29 (5) State funds appropriated for the school readiness
30 program may not be used for the construction of new facilities
31 or the purchase of buses.

1 Section 3. It is the intent of the Legislature that
2 section 2 be compiled into section 411.015, Florida Statutes.
3 Section 4. Pursuant to the provisions of section
4 19(f)(2), Article III of the State Constitution, the School
5 Readiness Trust Fund shall, unless terminated sooner, be
6 terminated on July 1, 2002. Prior to its scheduled
7 termination, the trust fund shall be reviewed as provided in
8 section 215.3206(1) and (2), Florida Statutes.
9 Section 5. This act shall take effect July 1, 1998, if
10 HB 683 or similar legislation is adopted in the same
11 legislative session or an extension thereof.
