  1                      A bill to be entitled

  2         An act relating to trust funds; creating s.

  3         411.015, F.S.; creating the Children First

  4         School Readiness Trust Fund in the Department

  5         of Education, to be administered by the Florida

  6         Partnership for Children First, Inc.; providing

  7         for sources of moneys and purposes; providing

  8         for annual carryforward of funds; providing for

  9         future review and termination or re-creation of

10         the trust fund; providing a contingent

11         effective date.

13  Be It Enacted by the Legislature of the State of Florida:

15         Section 1.  Section 411.015, Florida Statutes, is

16  created to read:

17         411.015  Children First School Readiness Trust Fund.--

18         (1)  The Children First School Readiness Trust Fund is

19  hereby created in the Department of Education, to be

20  administered by the Florida Partnership for Children First,

21  Inc. Funds shall be credited to the trust fund as provided in

22  s. 411.01, to be used for the purposes of the Florida

23  Partnership for Children First, Inc., as set forth therein.

24         (2)  Notwithstanding the provisions of s. 216.301 and

25  pursuant to s. 216.351, any balance in the trust fund at the

26  end of any fiscal year shall remain in the trust fund at the

27  end of the year and shall be available for carrying out the

28  purposes of the trust fund.

29         (3)  Pursuant to the provisions of s. 19(f)(2), Art.

30  III of the State Constitution, the Children First School

31  Readiness Trust Fund shall, unless terminated sooner, be

  1  terminated on July 1, 2002. Prior to its scheduled

  2  termination, the trust fund shall be reviewed as provided in

  3  s. 215.3206(1) and (2).

  4         Section 2.  This act shall take effect July 1, 1998, if

  5  Committee Substitute for House Bills 683 and 2131 or similar

  6  legislation creating the Florida Partnership for Children

  7  First, Inc., is adopted in the same legislative session or an

  8  extension thereof.
